This is the budget EL84. It is not quite as neat as the tube it descended from, but the linage is there. I have these an a modded Magnatone. Do buy these in matched pairs or quads. These do drift out of whack faster than other tubes, but the price reflects the quality, and these are about the cheapest around. They have more grit than the Mullard, and are less bubbly than their USSR military ancestors, but again you amp helps determine which tone fits best as well as your taste in tone. I run all my tubes on testers made by Triplett, Tektronix, etc. These can be a bit noisy, but not enough to concern me. The M15A amps are supposed to have 7189A tubes, so if these are holding up at 450 VDC B+ they are fairly well made, and worthy of trying. They do lack the tone of 7189A tubes, but those are expensive and rare super hi fi EL84s. The M15A is getting retubed, and I will use the Sovteks in some project for sure~!
